There is no single minimum size for a QR code, and any page that gives you one number is guessing. Width is the module count times the module size, and both move with what you encode.
The Whole Calculation
Printed width equals the symbol's module count plus eight, for the quiet zone, multiplied by the smallest module your printing process holds cleanly. That is around 0.4mm for ordinary printing at arm's length.
Both inputs move, which is why two people can both be right when one says 15mm and the other says 30mm. The lever that helps most is not enlarging the artwork, it is shortening what you encode. For signage the arithmetic changes again, and that is on the industry pages.
